II. STOCK OPTIONS AS COMPENSATION
  A. Bureau of Labor Statistics Data on Stock Options
    1. As reported by the Bureau of Labor Statistics in November of 2000 in a Pilot Study on the Incidence of Stock Options in Private Industry, 5.3% of employees in public companies, which employ about 60% of the work force, received options in 1999. www.bls.gov.
      (a) This means that 3.99 million employees in listed companies alone would have received stock options in 1999, or about 3.7% of the total work force.
    (b) At the same time, the Bureau of Labor Statistics Data reflects that 1.7% of the country's 110 million nonfarm, private sector employees received a stock option grant in 1999, an inconsistency in the data that has no obvious explanation. See generally, Benefits Link, www.benefitslink.com.
    2. A chart prepared by the Bureau of Labor Statistics, reflecting the percent of all private industry establishment employees with a stock option grant, by salary group, industry division, establishment size, and region in 1999 is set forth as Appendix A to these materials.

    4. The National Center for Employee Ownership ("NCEO") estimates that between seven and ten million employees in the private (non-governmental) work force received stock options in 1999, a dramatic increase from the NCEO's estimate of ten years ago, when only about one million employees were eligible to receive stock options.
